It's really easy to criticise, in fact I do it on a weekly basis, but it's much harder to create. Reading the Committee on homeland security and governmental affairs report, I was struck that the report catalogs a thoroughly predictable set of failures in federal IT, and provides a number of recommendations that don't actually feel like they would solve the failures. It's not that the recommendations are bad, but that it's really hard to constructively provide solutions. It's far easier to throw your hands up and say things are terrible.
