One more idea on 'one more security tool' is that it's always possible the funtionality is already in place and just unused. I was listening to Hashicorp talking on the Google Cloud Security podcast and that was the example given. Terraform may be in use by an infra team, of which the security team are oblivious and they want a new tool which overlaps.
